If I remember correctly, it has something to do with a hiding place in the tree where the charter was placed for safe keeping. Right?

Correct. The state/colony charter was hidden inside a hole in the "Charter" Oak to prevent the British from capturing it during the war.

close enough. It is Pearl Harbor, and yes to memorialize the attack on Pearl Harbor including the sailors on the USS Arizona which was, and still is, sunk right below where the memorial was built.
