Not Woody and Buzz. Characters in question were speaking these lines in their movie about three decades before Toy Story premiered.

It does seem like there was an exchange between some of the dogs trying to locate the puppies like this, but it wasn’t 101 Dalmatians. This movie came out just a teeny bit later. It was a conversation about a rescue attempt, though!
