Nope. Apparently, the character was renamed as well to better match Javier Bardem. (So not looking for someone whose roots are Spanish/Hispanic (or even Mediterranean).) |

Well, that increases the degree of difficulty a little. Might need a hint of two, but I'll make a guess with Ralph Feinnes, just because I think he'd have been interesting in the part. |

Not Ralph Feinnes, but like him, this actor played a Nazi. It became his breakthrough role for American audiences. Film came out ~10yrs ago. |

Nope. A little older, a little shorter & much more Austrian. Last name is a dance. |

Last name is a dance? I was all set to try Hugo Weaving with my next guess, but your clues lead to Christophe Waltz, maybe? |

That could have been interesting. Salazar is a great character, but it makes you wonder the direction it might have gone if he'd taken the part.
What Disney animated villain suffered from suriphobia, or a fear of mice? |

Nope, but there are some key mice characters in the movie. |

Not anyone in Cinderella, although at least one of the mice in this villain's movie did have a heavy accent. |

Not the Aristocats. The villain's fear of mice is sort of ironic, as she has no fear whatsoever of alligators. |

Mice & alligators? The Rescuers. Female villain. Can't remember the name. Madame? Mademoiselle? |
