Hmmmm I have 2 guesses.

1) Because only members of the Senate (Greeks I think) were permitted to wear the color (if you were caught in it the penalty was death)

or 2) Only royalty was twisted enough to figure out that boiling a child's urine (apparently anyone not just kids) makes a good dye.

Ok it was a of cask used for wine (or anything else you put in a barrel) and is roughly 84 US gallons in volume.
