I think I'd my order would match with how you've paid it out.
Fast pass: A park
Standby: water feature
Skip: Gardens

Things Disney could do to help break the tedium of a 60 minute (or longer) queue:
Trivia questions on screens every 15-20 feet.
Disney cartoons on the same screens.
Attraction specific characters making an appearance to waiting guests (not IN the queue, but maybe in an area visible from several points in the line).

Tough, they are all amazing..
Fast pass: Morocco - catching the occasional whiff of incense in the air is nice!
Standby: Japan - probably sounds silly, but I love watching the Koi in the water features.
